Energy Service Contract (ESC) is a contract aimed at improving the energy efficiency of a building by reducing the amount of consumed resources through energy-saving measures. The application of ESC in the sphere of housing and communal services is hampered by the lack of initiative on the part of homeowners due to a lack of understanding of the mechanisms for the work of ESC, problems in energy saving legislation, and lack of systems for state supervision over the implementation of such contracts. The purpose of this article is an analytical review of the application of energy service contracts in the housing and communal services. The article describes the advantages of ESC, the ways and possibilities of their application, problems related to their implementation, gives examples of successfully implemented energy-saving measures in the sphere of housing and communal services
